The Ministry of Health suggests that the government determine the monthly rate of financial resources to provide each citizen with medicines and medical services. The Ministry developed an appropriate bill, which is posted on the legal projects portal.
Currently, an annual rate is established for each citizen of the Russian Federation, which is approved with the federal budget for a certain fiscal year and for a further planning period simultaneously. “This condition leads to the long-term development of financial cost standards for the next fiscal year, which may lead to the disruption of the auction procedures implementation for the medicines purchase for medical use, medical products, as well as specialized products for therapeutic nutrition for disabled children,” said in the explanatory note to the document.
The Ministry of Health believes that if the government determines the rate of expenditure, this will help to avoid such situations and ensure an equal approach in regulating legal relations in the social protection sphere.
If approved, the law may begin to act on January 1, 2018.
It is worth noting that the prices rise for drugs not from the vital and essential drugs (VED) list in Russia for the first half of this year exceeded inflation by three times and amounted to 7.6%. At the same time, the cost of drugs from the VED list has decreased by 3.2% since the beginning of this year.
